"You get a block like this, frozen in time," he says, indicating the area around the nineteenth-century City Hall, "and yet they're knocking down buildings over the street, trying to move new businesses in. There's a wine bar for stockbrokers right next to a hair salon that only serves African-Americans. In that bodega over there you have to order in Spanish.
