PACO's Primary Goals
Program Services and Activities
PACO provides a comprehensive network of services to Jersey City residents. These services are
as follows:
PACO also helps the residents of neighborhoods targeted for redevelopment.
PACO's built and manages two low/moderate income housing development projects: Villa
Borinquen (242 units) and Paulus Hook Towers (308 units).

PACO continues to provide a wide range of multi-services to the city's Hispanic community.
PACO was the first Hispanic community based agency certified by HUD to provide
comprehensive home ownership counseling. PACO works to promote education through ESL
(English as a Second Language) programs. AIDS prevention programs are supported. The
organization also provides tax assistance services.
PACO operates youth programs that provide counseling in the areas of drug and HIV prevention.
The center offers breakfast and summer lunch programs.
The agency provides orientation and employment training. This includes guest speakers and
workshops which highlight job opportunities and career preparation skills. Job developers work
toward establishing contacts with employers.
PACO provides comprehensive services to Hispanic senior citizens in the areas of housing,
transportation, nutrition, recreation, education, as well as assistance with pharmaceutical and
social security benefits.
PACO has an important role in the revitalization of Jersey City.
PACO administers a Weatherization Assistance Program for low/moderate income tenants and
homeowners. These service furnish installment of windows, insulation replacement, and furnace
repair.
