Healy declared mayor of Jersey City By STEVE STRUNSKY JERSEY CITY, N.J. - Councilman Jerramiah Healy was declared mayor of the state's second-largest city Friday, 10 days after a special election that had its final tally delayed by uncollected votes and uncounted provisional and absentee ballots. Healy had led the field of 11 candidates from the time voting ending. He declared victory Election Night and claimed victory again on Friday, hours before the final votes were certified. Assemblyman Louis M. Manzo had been the closest contender from the time the polls closed. Healy takes office to fill the unexpired term of Mayor Glenn D. Cunningham, who died of a heart attack in May. The term ends June 30. A regular election for a full four-year term is to be held in May. The election was certified by officials Friday and Healy immediately gave an inaugural address to a crowd that included the state's incoming acting governor, state Senate President Richard Codey. Healy in his speech said his predecessor was a personal friend despite their sometimes having disagreements. "I'm certain Glenn is looking down, not just on me but on everyone who's here - all of these elected officials - and is smiling, because Glenn would be happy to see all this unity," Healy said. The final tally showed Healy with 17,401 votes, beating Manzo by 2,242 ballots. While City Council President and Acting Mayor L. Harvey Smith had cleared out his desk in the mayor's office soon after the election, Manzo had refused to concede the race. He cited the large number of uncounted ballots, and asserting that thousands of votes cast in the city's electronic voting machines may not have been recorded at all due to malfunctions.
