Javier Inclan, the HCDO's executive director, said most of the people on the list will undoubtedly check out as legitimate voters, but his organization feels enough questionable ballots will turn up to call the results into doubt.

Inclan said so many names were submitted because the people checking on the signatures wrote down the name of anyone whose signature "looked a little bit off."

Sources familiar with the challenge say the HCDO used volunteers - many from Bayonne and therefore not as familiar with the names of prominent Jersey City residents - to comb through the election books examining signatures.
