A Target Letter is an investigative technique of the U.S Attorney's Office. Even though a particular Target Letter might bear a resemblance to a Miranda Warning, there is no legal requirement for the U.S. Attorney to give a Target Letter.
The U.S. Department of Justice Web Site contains a sample Target Letter. Again, as it is not a legal structure, Target Letters need not resemble the specimen on the Federal Web Site at all. For instance, individuals under investigation, but not scheduled to appear before a Grand Jury may also receive a Target Letter. The Target Letters of the U.S. Attorney's Offices within a region will probably be more similar in wording than like documents from outside that region. One of the purposes of a Target Letter -- as seen in the sample -- is to act as an umbrella for evidence. Once put on notice, the recipient of a Target Letter then assumes the responsibility for securing records and all other potential items of interest to the U.S. Attorney and staff. Certainly after the delivery of a Target Letter, shredding files is a criminal act.
