Captain Al Chowanec (This looks like Peter Weiss, but the byline was missing) 04/12/02 Speaking of O'Dea, "Capt." Al Chowanec, owner of a colorful and decidedly unchic Downtown Jersey City eatery, now has the distinction of twice being denied a spot on the Democratic organization ballot for county committee because of his friendship with the freeholder. Two years ago, it was done by Beth Janiszewski, who was then the de facto head of the Hudson Democratic organization. This time, it was done by Kay LiCausi, the de facto director of the Democratic organization and Menendez's district director. Chowanec's opponent for county committee is Paul J. Byrne, onetime chief adviser and best friend to former County Executive Robert Janiszewski, who resigned last year when it was revealed he was taping associates on behalf of the federal government. Since then, it's been "Bobby who?" for Byrne, whose milieu is behind the scenes. Byrne's only previous try for elected office was a losing City Council bid in 1973. But the feeling is growing that McCann all along planned to run no matter who else was in the race, and brought his petitions in a few minutes before the deadline to try to catch everyone by surprise. A few weeks ago Garcia, the former Union City mayor and state assemblyman, was boldly talking about challenging Mayor Brian Stack this year in both the municipal and county freeholder elections. But Garcia failed to file nominating petitions for either office.
