The envelope please!

When Gerry McCann moved into the mayor's office, he found that Tommy Smith had left a note and three sealed envelopes -- numbered 1, 2, and 3 by magic marker -- on the desk.

The note read, "Whenever you come across a problem that you can't solve, open an envelope. Open them in order and only one at a time."

A year or so later, Gerry needed help. He opened one of the envelopes, "BLAME THE PREVIOUS ADMINISTRATION." A couple more years went by before McCann needed to consult an envelope. This time the direction was "BLAME THE CITY COUNCIL."

The good ship Merry Gerry sailed on calm waters for the next couple of years. Reelection seemed assured. All of a sudden, Mecca's support had Cucci flying ahead in the polls. McCann opened the final envelope. The message this time was "MAKE THREE ENVELOPES."
