The HCDO has been destroyed and needs to be rebuilt. The old alliances and infighting renders the Mayor and others unable to achieve that goal. Ayala has been part of the new group of political figures capable of rebuilding the HCDO. Glenn Cunningham has acted wisely in providing Ayala with the stepping stone to achieve this. While Glenn is part of a quickly vanishing past regime Ayala is fresh and availible to fill the void left in the wake of investigations. So as Glenn is voted in the Senate spot and holds the Mayors office his ultimated down fall will happen. Glenn broke ranks with the HCDO but not before acquiring its ability to get him elected Mayor. Ayala can fill that void after Glenn leaves office.
