While the development of the Jersey City Waterfront certainly took root during the first term of Mayor McCann (I'll leave it to the factions concerned to argue whether progress was because of, or depite Gerry McCann), seeds were planted much earlier. The Federal demolition of the cathedral of corruption that existed under the rule of J. V. Kenny, can not be overlooked. Though, as we are seemingly constantly reminded, the religion of corruption persists here in Hudson County. The young Mayor Paul T. Jordan energetically attempted to remove the weeds that prevented economic growth in Jersey City. Unfortunately, his efforts were hampered by the continuing and accelerating decay plaguing all cities. A number of the political figures from the Jordan regime remained prominent for the next quarter century. Mayor Thomas Smith -- and his persuasive Chief of Staff, Paul Byrne -- found an abandoned zone on Montgomery Street running from the Turnpike to Hamilton Park. This area of blight seemed ready to spread and turn Downtown Jersey City into New Jersey's version of the South Bronx. Mayor Smith's vision Paul Byrne's hard work turned a problem into a vibrant and attractive neighborhood. It's hard to imagine the LeFrak's developing the Waterfront if they were faced by a Downtown little better then a War Zone. Mayor Smith's legacy was a setting conducive to growth.
