This breaks down into two cases:

1. Bret Schundler is a candidate
   With this scenario, the question isn't who will run, but WHO WON'T RUN!

   Anybody with a shred of support (or deluded enough to believe that they have a shred of support) will jump in the pool. If the election is a CLASH OF THE TITANS: CUNNINGHAM VS. SCHUNDLER, everybody and anybody will figger that the situation is topsy turvy (HELTER SKELTER even) enough for a shot at the top. After all, the two big guys might very well wind up knocking each other off. . . And, in the old Jersey City game of HOLD OUT 'TILL YOUR BOUGHT OUT, Cunningham Against Schundler will be the perfect opportunity for a bidding war!

2. Bret Schundler does not run.
   Here, the ball is more cloudy than crystal. None of the Council or the Kounty Krew really has a chance. The Cunningham organization has developed a number of satellites for Glenn, but not one of the bunch seems to have much of a chance on their own. (Is this as luck would have it or by design?)

   Where is Congressman Menendez looking for a viable candidate? Might a Democratic celebrity from outside the City (or the State?) be "motivated" to move to Jersey City?

   And, looking at things from a different angle, Menendez himself is up for reelection in 2004.
