"I feel like I am saying one thing and doing another." Why is that? TRENTON - L. Harvey Smith was sworn in as a New Jersey state senator last week, and one of his first official acts was to put three of his children on the state payroll. Smith (D., Hudson) was indulging in a time-honored Statehouse custom - 18 fellow legislators also have hired relatives, at state salaries ranging from $500 to $55,000. But what passes as tradition in New Jersey is illegal in other states, and legislators here have decided it may be time for a change. . . . Smith is serving just two months to fill a vacancy - the previous officeholder became a judge - before he is replaced by Jersey City Mayor Glenn Cunningham. He said he hired his children for his district office because it was difficult to get anyone else to work for such a short period. He said he would support a nepotism ban - and somberly noted that his actions might appear to contradict him. "I feel like I'm saying one thing and doing something else," he said.
