Government contracts are often like found money. Take, for instance, the $219,000 attorney Elise DiNardo billed Jersey City's Municipal Utilities Authority on a $115,000-per-year contract she was awarded 10 months ago, according to agency officials.

DiNardo was appointed JCMUA general counsel as a sort of package deal along with her friend, Jay Booth, whose campaign contributions made him a player in the administration of Jersey City's Mayor Glenn D. Cunningham.
