He also suggested that some of the freeholders might be making an issue of the high salaries of his chief of staff, Joseph Cardwell, and deputy chief of staff, Steve Ross, because they are both African-American.

"It's certainly part of it," Hartnett said.

Vega said he will call a special meeting next week to give Hartnett one more chance to appear. "The issue is not going to go away," he said.

"We'll find out after June 4 who's going to run this office. . . . It's time they understood I'm not going to be a patsy," Hartnett said.
