TRENTON – State Senator Glenn D. Cunningham commended the bold and tough decisions announced today made by Governor James McGreevey that promised increased municipal aid and ordered and infusion of funding and programs to support the public school system.

Cunningham, who was sworn in just a month ago as Jersey City’s first Mayor to become State Senator of the 31st District, was amongst three other senators who escorted McGreevey to the podium as he prepared to present his third budget to the legislature. His $26.2 millions budget concentrates heavily on education, children’s welfare and smart spending.

“This is a strong budget, one that continues to focus on our children in the foster care system and in the public and private educational systems,” Cunningham said. “But the budget will also support the development of new businesses, something that has allowed New Jersey to be less affected by the depressed national economy.”

Cunningham, who is a member of the Senate Budget and Appropriations Committee, said that despite the fact that New Jersey has been the top job creator in the Northeast with some 53,000 created in 2003, the Governor recognizes that municipalities still need assistance.

“The governor has put an additional $25 million in the budget for aid to municipalities, which demonstrates his connection to the needs of municipalities who have unique problems in their communities but are still struggling to make ends meet,” Cunningham said.

McGreevey drew a firm line in the sand to the legislature, stating, “I’m prepared to veto any budget that doesn’t do right by our children.” He backed it up by putting $200 million in increased aid to the public school system.

“By focusing on the needs of our schools is in effect focusing on our future, which is our children,” Cunningham said. “The reforms taken already by the Governor and his administration in child welfare, particularly the Division of Family and Youth Services (DYFS) will only be enhanced by the increased funding to support that organization.

While concentrating on providing at least an average of 3 percent increase in aid to all public school systems, McGreevey spoke of giving credit and assistance to the Taxpayer Heroes in the state in the way of grants for mayors who have held the line on property tax increases.

As Mayor, Cunningham has not raised taxes in three straight years, the stint of his term in Jersey City.

Cunningham admits his eagerness to participate in his first budget review with the committee, which is chaired by Senator Wayne Bryant.

“Structuring a budget for a municipality is a difficult task, but taking part in the budget process that impacts the entire state is as much an honor as it is a tremendous responsibility,” Cunningham said. “I’m eager to contribute and make a bright impact for the residents of the 31st District and all residents of the state.”//
