Conman Cunningham Those improvers of the breed who might frequent racetracks on occasion may be familiar with a horse named Conman Cunningham. In fact, he has won a few races just like his namesake residing in the Jersey City Mayor’s Office – Conman Glenn Cunningham. When Cunningham, the mayor not the horse, was elected Mayor three years ago he started shouting from the rooftops that the former administration headed by Mayor Bret Schundler and then Council President Tom DeGise and Councilman Bill Gaughan had left Cunningham a $57 million deficit. He was so adamant that he attempted to use it as a bargaining chip with Governor Jim McGreevey. Well, the lack of veracity of that claim came to pass this year with the disclosure that the city actually has a surplus and is using $21.7 million of it to help plug the budget. How do you end up with a surplus, which actually exceeds $21.7 million after claiming you were left with a $57 million deficit? Conman Cunningham or Conman Cunningham? At least the horse gives you an honest effort when he runs.
