Uncle Harvey Leads Council
"Reverse Privatization" Of Employment and Training, Inc. -- One More Nuisance Suit

(Jersey City) The Council voted
to introduce an ordinance sponsored by L.
Harvey Smith that will bring back under
the city's umbrella an agency that was cre-
ated to stand-alone and benefit from
Federal funding. The autonomous
Employment and Training Program, Inc.
was created on a stand-alone basis to
avoid commingling its funds, 100% from
the Federal Government, with city
finances. Stand-alone status also prom-
ised to make the agency's management
immune to political wrangling in the city
government.
The ordinance, if approved
would fold the agency back into the city
organization chart as a department within
the Office of Economic Opportunity.
"Putting it back within the city organiza-
tion defeats the entire purpose for which
this Agency was created," said Executive
Director Edward Santiago. As the ordi-
nance was approved, Santiago would
remain as director. But the move raises
questions about what happens to the flow
of federal funds to the agency's $5 Million
annual budget and control over that flow.
"I am afraid that some of it will be
absorbed in the pipeline on its way," said
Santiago. "I am more worried about the
autonomy of the agency and the independ-
ence we enjoy. What will happen to that if
we come under the control of some city
department caught in a political tug-of-
war?"
"We will take this to the courts if
we have to," said Mayor Glenn
Cunningham. We are a distressed city and
we cannot afford to dissipate our precious
cash on frivolous litigation like this.
These are experienced people who ought
to know better. I refuse to believe that
they did not think this through far enough
to realize that this means adding 35
employees to the city's payroll. I refuse to
believe that our Council members do not
know that there is a hiring freeze. This
flies in the face of reason. I would hope we
have the right to expect better than this
from people who call themselves profes-
sional and reasonable."
Uncle Harvey would not com-
ment on the ordinance.
