Oriente said Abreu used the word "we," and that he believed Abreu meant himself and the mayor. He testified that Abreu, a prominent developer, was so close and influential to Sires that he was called "the man behind the throne" and carried an unofficial courtesy badge that said Deputy Mayor of West New York.

"To run an (extortion) operation like this, you'd have to have the cooperation of the people upstairs," Oriente said under questioning from Assistant U.S. Attorney Thomas Eicher. Oriente said he believed those people were "the mayor and the police commissioner."
