According to Gaughan, the HCRDC has about 20 more committee seats than the HCDO does in Braker's district, setting the stage for a possible fight. Because of the mayor's death and the uncertain standing of the HCRDC, some committee members may be unsure which camp to join.

Joseph Cardwell, a close associate of Cunningham and a spokesman for the HCRDC, said yesterday that Cunningham had several people in mind to succeed Braker if he resigned.

Cardwell said the HCRDC will meet tonight at 6, at its headquarters at the corner of Claremont Avenue and Martin Luther King Drive.
