. . . According to Gaughan, the HCRDC has about 20 more committee seats than the HCDO does in Braker's district, setting the stage for a possible fight. Because of the mayor's death and the uncertain standing of the HCRDC, some committee members may be unsure which camp to join. Joseph Cardwell, a close associate of Cunningham and a spokesman for the HCRDC, said yesterday that Cunningham had several people in mind to succeed Braker if he resigned.
