INTERNATIONAL EMBARGOES/SANCTIONS - GUM ARABIC

Last November President Clinton issued an Order imposing a trade embargo against the Sudan. The embargo prohibited the importation into the United States of goods or services of Sudanese origin other than information or informational materials. The Sudan is also the world's largest supplier of gum arabic. As a result of subsequent discussions and lobbying by members of Congress, in particular REPRESENATIVE ROBERT MENENDEZ of New Jersey, in May it was announced by the Treasury Department that U.S. gum arabic gum arabic manufacturers would be able to fulfill contracts entered into prior to the Executive Order barring trade with Sudan. This issue again resurfaced in August following the bombing of the U.S. Embassies in Kenya and Tanzania on August 7th. Following that there were allegations of alleged links between Islamic extremist Osama Bin Laden and gum arabic industries in the Sudan. Industry representatives have strongly disputed any linkage and State Department officials have said that there is no connection between Bin Laden and Gum Arabic Company, the Sudanese company that controls exports of gum arabic to the United States.
