: JERSEY CITY, April 23 - Two years ago, Glenn D. Cunningham captured the top job in the state's second largest city with the help of the powerful Hudson County Democratic Organization. But
:                      now, the two sides are at war, with a state Senate seat -- and a potential reordering of the Hudson County political power structure -- on the line.

:                      Cunningham announced in March that he would seek to replace 31st district State Sen. Joseph Charles (D-Jersey City), who is not running for re-election and is expected to take a Superior Court
:                      judgeship.  He is running against Jersey City Council President L. Harvey Smith -- who has the backing of the Hudson County Democratic Organization -- but in many ways the race is an extension
:                      of the battle between Cunningham and Rep. Robert Menendez (D-Hoboken), the county's most powerful Democrat.

: "It's the people of Jersey City and Glenn Cunningham versus people outside of Jersey City looking to control Jersey City in any way they can," Cunningham said today.

: Once a Menendez ally, Cunningham and Menendez had a falling out last year over whether interim County Executive Bernard F. Hartnett should be the party's candidate for executive.  Hartnett had been appointed to the post
: after Robert Janizewski's late 2001 resignation.
