A life-long resident of Jersey City, L. Harvey Smith, who is also the Council President, has led a distinguished career as a public official and community leader. Elected to his first Council term in May of 1993, Acting Mayor Smith is currently serving a third, unprecedented term on the City Council. One of his most notable achievements during his tenure on the City Council was the revitalization of Martin Luther King Drive in the heart of the city's African-American community, in which he helped acquire the property to build the HUB and the new Post Office and relocate families during this commercial rebirth. Acting Mayor Smith, who as City Councilman aided in the expansion of the City's Gold Coast and the development of more than 800 units of affordable housing, also served as State Senator for the 31st Legislative District, filling out the unexpired term of Senator Joseph Charles. When the term expired, he was appointed as Undersheriff for Hudson County, in charge of all civilian personnel. In his continuing efforts to both educate and enrich the lives of the City's youth, Acting Mayor Smith spent most of his career in service as an educator, first as an Academic Advisor at Hudson County Vocation School and as a Physical Education and Health teacher in the Jersey City Public School System. He later went on to serve as Crisis Intervention teacher at William L. Dickinson High School, where he utilized his skills of one-on-one counseling that he first implemented while Director of the Jersey City Boys Club. Acting Mayor Smith holds a Bachelor of Science in Health and Physical Education from Long Island University, a Masters Degree in Counseling from Jersey City State College (now New Jersey City University), and is currently pursuing a Masters Degree in School Psychology. Acting Mayor Smith has also served on a number of city boards and agencies, the most prominent being the Jersey City Redevelopment Agency.
