Jersey City Council President L. Harvey Smith and the manager of a public housing complex withdrew complaints against one another yesterday in municipal court in connection with a confrontation the two had last month.

Darrell Laval, the manager of the Booker T. Washington complex, accused Smith of shoving him and cursing at him on April 23 at the complex, where Smith was campaigning for the state Senate in the 31st District.
