JERSEY CITY, May 15 - What happened --or didn't -- before Hudson County Superior Court Judge Thomas P. Olivieri Wednesday has emerged as a key issue in the state's most closely watched Democratic primary.

At issue is a suit filed by the HCDO against the Jersey City Reform Democratic Organization (JCRDO) and Jersey City First (JCF), two political action committees loyal to Jersey City Mayor Glenn D. Cunningham.

The legal battle is a continuation of the political struggle between Cunningham and his former ally, the Hudson County Democratic Organization (HCDO).
