Didn't Schundler try that?, He called it Neighborhood IMprovement District "NIDs".

A bunch of unemployed schlubs were given nifty vests and it began as a good idea and it delevoped into a bunch of Schundler Brown Shirts.

At some point they gave out a bunch of tickets during a major snow storm in JC. These tickets were eventually thrown out by Judge Jerriamiah Healy... as the NIDs did not have the power to write or issue tickets, just like our DPW.

oh yes the good old days, when Tom Corcoran had the NIDs all joing the St Patrick's Day Parade Committee in order to vote for his wife for some Honorary position. The place would get pack with almost 300 people, many who had no drop of irish blood in them, but told to show up, join the membership then vote for Mrs. Corcoran.

They could even sign out at the aparde meeting from the city payroll instead of punching out at their HQ. Story was if Maureen wasn't elected to this Parade honory position, Tom was not allowed to come home .
