Years of serving powerful men at least one won't willingly testify

Not only has Hudson County Freeholder Nidia Davila-Colon of Jersey City been a local political presence in her own right for nearly two decades, but she has also worked for some of the most powerful officials in the state and nation. Now she's hoping they'll come to her aid as character witnesses in her trial on federal bribe-related charges.

But at least one of them won't oblige.

Rep. Robert Menendez, D-Hoboken, will not voluntarily testify as a character witness, his office said yesterday. He could still be subpoenaed, but it would be highly unusual for the defense to call a character witness who indicates reluctance to testify.

Former Rep. Frank Guarini of Jersey City could not be reached for comment.
