Jersey City mayor seeks more muscle via a Trenton seat, and his congressman wants to stop him

Glenn Cunningham was brimming with confidence.

Sipping hot chocolate in his City Hall office last week, the Jersey City mayor excitedly showed a visitor a few of his prized mementos, including a boxing glove signed by Muhammad Ali.


Fresh from a picnic at Liberty State Park, he also described how a throng of senior citizens had smothered him with hugs and kisses. It was a sure sign, he said, that his Democratic primary campaign for the state Senate is going well.

"I'm respected in this city. I enjoy a 76 percent job approval rating. And I think it might even be higher at this moment. And of course, I'm well ahead in the polls. Yeah, I'm going to win," said Cunningham.

But first, the former U.S. marshal will have to get past Hudson County's reigning Democratic power broker, Rep. Robert Menendez. Two years ago, the congressman helped Cunningham to be elected as the city's first African- American mayor. Now, however, the two men are locked in a bitter battle for control of the county.
