Hudson County -- a Democratic bastion -- has erupted in political civil war. Jersey City Mayor Glenn Cunningham is seeking election to the state Senate, a move that could make him a major force in New Jersey politics. But U.S. Rep. Robert Menendez is backing another candidate in hopes of remaining Hudson County's reigning kingmaker. . . . 31ST DISTRICT Sen. Joseph Charles (D-Hudson) is retiring to become a Superior Court judge. Cunningham, the mayor of the second-largest city in the state, wants to replace him and hold two powerful posts, like Newark Mayor Sharpe James. Those aspirations are meeting stiff resistance from the Hudson County Democratic organization and from Menendez, the third-most powerful Democrat in the House. The congressman doesn't want to lose control of his home turf to a Democratic rival. He's backing Jersey City Council President Harvey Smith, a high school administrator. The county party, which has been feuding with the mayor for more than a year, is committing more than $1 million to finance the campaign of Smith and his running mates. Cunningham has his own key backers -- including Sen. Raymond Lesniak (D-Union) and former U.S. Sen. Robert Torricelli, who recently gave the mayor a $10,000 contribution. Cunningham, a former police officer and former U.S. marshal has promised to fight for more state funds for the city. His advantage is instant name recognition in a district where Jersey City residents make up 64 percent of registered Democrats. Initial polls put him far ahead. Cunningham is running with two Assembly candidates and the slate's popularity threatens Bayonne Mayor Joseph Doria, the former Assembly speaker. He and his running mate, freshman Assemblywoman Elba Perez-Cinciarelli, are viewed as vulnerable. Gov. James E. McGreevey, who suffers from low poll numbers statewide but is still popular among Hudson Democrats, gave the party's slate a boost with his endorsement. Vincent Militello, a former assistant Hudson County prosecutor from Bayonne, also is running an aggressive campaign for Senate, and has accused his two opponents of ignoring issues while battling for power and patronage. . . .
