Jersey Journal Peter Weiss . . . In a letter sent Friday to Christopher Christie, the U.S. attorney for New Jersey, Cunningham accuses opponents of "behavior that makes it likely that (the primary). . will be plagued with election violations." He said he was informed by a county elections worker, whom he didn't identify, that voters in Jersey City's predominantly African-American area would be being targeted for harassment at the polls. Cunningham also implied that the state cannot be relied on for impartial supervision because Gov. James E. McGreevey "has made the very unusual step of endorsing" Smith in the primary. "This is the first we're hearing of it," a spokesman for Christie said yesterday afternoon, adding that the letter had not arrived. He said it was highly unlikely that the "11th hour request" could be honored. HCDO Executive Director Javier Inclan said Cunningham's letter was politically motivated and "ironic" because Cunningham "has surrounded himself" with several advisers who were accused in the 1985 Jersey City municipal election of thwarting minority voters.
