AP Politicians have a reputation as a boring and bombastic bunch. But on occasion, the staid politicos loosen their ties and the hallowed halls of the state Legislature come alive with some wild and wacky doings. Take two weeks ago when the Assembly was preparing to debate Governor Florio's budget, tax increases and school funding proposals. Before the debate began, the Democratic-controlled Assembly slipped in a vote to limit discussion on any bill to two hours -- a move outraged Republicans immediately decried as a "gag " order to limit dissent. To demonstrate their displeasure, GOP members tied red bandanas around their mouths as gags, prompting Assembly Speaker Joseph V. Doria Jr., D-Hudson, to describe them as a band of desperadoes. During one heated late-night session in the Assembly on a bill to extend the sales tax to toilet paper, Assemblyman Patrick Roma, R-Bergen, complained: "The bottom line is people are going to remember this tax every time the)' go to the bathroom. " "Only if they're anal retentive, " shot back Doria. . . .
