The most "politically influential" institution is the US Attorney's Office. On a serious note, certainly since the time of Hague, individuals wield and field organizations. That's why one speaks of the Hague Machine and the Kenny Machine. The organizations are not self-perpetuating, in the fashion of Tammany of NYC, the Mafia, or Soviet Communism. In Jersey City, organizations rise and fall on the fortunes of one person. And of course there are many economic interests -- e.g. unions and developers -- that seek to attain goals through politics. And what's your definition of influential? Not unlike Afghanistan, Jersey City is made up of an ever shifting patchwork of fiefs. If you'd like a list of politically influential people, that's easy to produce. But, there's no way to tell how quickly you'll need to update it.
