They are in shop windows and on telephone poles, on the sides of buses and in front of apartment buildings. They make it clear that Mayor Jerramiah T. Healy, who won a special election to replace Mayor Glenn D. Cunningham, is serious about capturing a full term. What is less obvious in this city of 240,000 - New Jersey's second largest - is that two other candidates are in the race.
