Bobby J lined his hacks up with "Dinner Money" jobs. The prime example was one of Janiszewski's top political workers who (we were supposed to believe) moonlighted as a Congressional Aide (in addition to a full-time County job).

The reason for these low show night shifts was that the pay check was used to buy tickets to political fundraising dinners. In this manner, public funds were (in a it-just-might-be-legal way) used for politcal purposes.
