: : JERSEY CITY'S apparent mayor-elect, Jerramiah Healy, hid nothing from the electorate.
: : The city councilman outpolled 10 other candidates in a special election Tuesday - despite a widely circulated photo of him drunk and naked on his front stoop.

: : Healy, who is expected to win the right to finish the term of the late Glenn Cunningham when the final vote is tallied, said he had too many beers to remember the full-monty photo, which his opponents tried to use against him.

: : "It was just political dirty tricks at their lowest," Healy said yesterday. "What we tried to do is address the real issues that the people of Jersey City are concerned with."

: : Healy, a diabetic, said a teenager passing by snapped the photo with a camera-equipped cell phone after he had downed six to eight beers over three hours.

: : The former Municipal Court judge and assistant prosecutor said he was lured outside by a noise near his house and that he was not naked when he walked out. But he also has said:
: : "I wish I recall how I got back out there. But I don't."

: : Healy had a commanding lead with 90% of the votes counted yesterday. If the tally holds up, he promised to keep his clothes on and concentrate on public safety and the quality of life.

: : Doug Muzzio, a New Jerseyan who teaches at Baruch College School of Public Affairs, said the episode is vintage Jersey politics.

: : "C'mon - you've got so many corrupt mayors, aldermen and assorted fools and knaves, another one doesn't matter," Muzzio added. "It adds to the municipal menagerie that is Jersey City."
