Of course the HCDO fudged the numbers. What happened to those 'missing' cassettes? What were there 14 missing tapes?
A few 100 votes here and there and nobody would know the difference.
How does a guy who didn't campaign, got drunk every night win the election when there were 9 other candidates? It doesn't add up, but when you realize your dealing with the HCDo it makes all the sense in the world.
