Codey, upon learning that the Federal government has cut homeland security funds to Jersey City by more than 60 percent and to Newark by nearly 20 percent, called the cuts “unconscionable – a slap in the face to New Jersey and all of our residents.” The cuts were made in Federal Urban Area Security Initiative dollars – a fund that grew overall by nearly 24 percent, despite the cuts to Jersey City and Newark. New Jersey’s federal homeland security funds overall decreased by more than 36 percent in Fiscal 2005. “We have been urging the Federal government to listen to reality, and to give New Jersey adequate funding for homeland security. We’ve estimated that New Jersey will get $4.35 per capita in Federal homeland security funds and New York and Pennsylvania will each get about $4 per capita, while Wyoming gets $29.45 per capita and North Dakota gets $20.80,” Acting Governor Codey said. “And now we learn about these cuts to Jersey City and Newark – after Newark, specifically, was raised to Orange Alert status this year. I am stunned,” the Acting Governor said. The funding cuts were revealed today in the Federal Government’s report of Fiscal 2005 UASI dollars. Jersey City’s funding amount will drop from $17 million in Fiscal 2004 to $6.7 million – a 60.42 percent cut. Newark’s funding will drop from $14.9 million to $12.4 million – a 16.88 percent cut. Funding for New York City will increase by 344 percent, and Washington, D.C will receive 166 percent more than in Fiscal 2004. Both cities, like Newark, were raised to Orange Alert status from August through November. The overall USAI fund grew from $671 million to $829 million, 23.64 percent. Acting Governor Codey says he does not begrudge those cities that funding – but that the Federal Government must stop its repeated history of ignoring New Jersey’s needs. The stated criteria for USAI funding include “credible threat, presence of critical infrastructure, vulnerability, population density, law enforcement investigative and enforcement activity” – criteria that all apply to New Jersey. This afternoon, the Acting Governor called Homeland Security Secretary-Designate Bernard B. Kerik. He congratulated Mr. Kerik on behalf of the State of New Jersey, and said he is encouraged by Mr. Kerik’s impressive career background and reputation as a results-oriented leader. He urged Mr. Kerik to fight for an equitable distribution of funding – one based on the actual risks posed to each State and city. Mr. Kerik said he understands Acting Governor Codey’s concerns, and agreed to meet with him to discuss the situation.
