JERSEY CITY
JERRAMIAH T. HEALY, the acting mayor of Jersey City, has wasted little time getting to work since being sworn in after a special election in November.

His agenda for New Jersey's second largest city, whose Hudson River waterfront is buzzing with residential and commercial development, is modest. Mr. Healy wants to make the city safer and more comfortable and stable by adding officers to a depleted police force, instituting a gun amnesty program and repairing numerous and sometimes hazardous potholes.
