2. Accounting and Administrative Policies and Procedures. CREATE Charter High School does not have a policy and procedures manual that provides documentation and guidance on school policy for accounting and administrative functions. School representatives stated that they are in the process of developing polices and procedure to assist in the compliance with GAAP. Recommendation The CREATE Board of Trustees must complete this process and implement policies and procedures to ensure effective and efficient operations, timely and reliable financial reporting and compliance with laws, and regulations with regard to accounting, payroll, filing, administrative, and personnel functions. 3. Deficiencies in personnel Files and employment contracts. Our review of selected employment contracts, payroll records, and faculty attendance records revealed internal control deficiencies regarding the monitoring of the employment contracts. Specifically, the review disclosed that employment contracts have not been executed for all staff, employee performance is not documented, employee files are not properly maintained, and employee time and attendance and leave requests are not recorded. Recommendation The CREATE High School must ensure that it performs its obligations under the employment contracts and maintain proper personnel files. C.
