The MUA is one of those autonomous agencies that are created to employ hacks that can't get jobs on the City and County payrolls.

Autonomous agencies like the MUA also can incur debt. Sell bonds. It's like printing their own money. The hacks receive a cut .. also politically connected consultants and businesses get their share.

And of course, if you are lucky enough to get on the Board, you can wine, dine and travel (to your hearts delight) at the taxpayers expense. It doesn't matter if the travel is unnecessary.

Finally, new members of the board (the current political "ins"), battle with the old members of the Board (the political "outs"). They spend most of the time in Board meetings plotting against one another and calling each other names.

The one constant in all of this is United Water. They laugh all the way to the bank as water rates rise and the MUA management and Board are paralyzed by political infighting. Truly, the inmates are in charge of the asylum.
