On Election Day, Melissa C. was at the campaign headquarters of mayoral candidate L. Harvey Smith by 6 a.m.

Within an hour, Melissa, who did not want her last name published, was deployed to a polling place where she was assigned to work as a challenger on Smith's behalf, she said.

By the end of the day, she had put in nearly 15 hours, standing by the voting machines until the last ballot was cast and counted, she said.

But nearly two weeks later, Melissa said she still hadn't received the $100 she was promised for her time and effort, despite repeated efforts to get the campaign to make good.
