Page 3. Recommendation The competitive quotations violations noted above require a refund of State Aid to the Department of Education. The General. Fund State Aid that must be refunded by the CREATE Charter High School is $49,069.97. The Special Revenue Fund State Aid that must be refunded is $16.40. The Division of Finance will notify the school district regarding the timing of the State Aid recovery. In addition, the CREATE Board of Trustees must establish and implement procedures to ensure compliance with N.J.S.A. 18A:18A-37. 4. The CREATE Board of Trustees violated N.J.S.A. 18A:17-9 when it failed to provide detailed financial summary reports to board members. A review of the board meeting minutes of CREATE Charter School during the 2003-2004 school year disclosed that accurate and complete disclosure of the financial details and records were not provided to the members of the Board. Although each meeting of the Board included the financial report, financial details and records were excluded. Therefore, the validity of the monthly financial report cannot be effectively ascertained. N.J.S.A. 18A:17-9 provides in part that "the secretary shall report to the board, at each regular meeting, but not oftener than once each month, the amount of total appropriations and the cash receipts for each account, and the amount for which warrants have been drawn against each account and the amounts of orders or contractual obligations incurred and chargeable against each account since the date of his last report. Keep and maintain in his office all contracts, records, and documents belonging to the board...". However, sufficient documentation and details were not made available to the. CREATE board members, therefore the board was not in compliance with this statute. Recommendation The CREATE Board of Trustees must establish and implement procedures to ensure compliance with N.J.S.A. 18A:17-9. 5. The CREATE Board of Trustees violated N.J.S.A. 18A:19-2 when it made payments prior to board approval. Review of board minutes, financial records and operations of CREATE Charter High School during the 2003-2004 school year reveal that board approval was not obtained prior to the issuance of payments to vendors for goods and services.
